Erika Leonard, President

Erika Leonard is a Governmental Relations Consultant with Bardgett & Associates. She has worked within the Missouri legislative, executive, and state department levels for the past sixteen consecutive years. She has a total of twenty-one years combined experience in governmental consulting within Missouri politics.
Leonard holds a Political Science Bachelor of Arts degree from Lincoln University, where she graduated in 2005. She has two sons, Ethan and Cooper, and resides in Jefferson City.
One of Erika’s main responsibilities is working with clients that have an interest in the Missouri State Budget. She works directly with clients to achieve their goals alongside state elected officials, staff, and state department officials that are involved in the legislative budget process. This includes reporting on the various state departments' budgets for her clients to constantly be informed of any new developments with state and federal funding.
In addition to governmental consulting, Leonard is experienced in the association management arena. She serves as the Executive Director of MARF-a statewide association that strives to enhance the lives of Missourians with intellectual and developmental disabilities.

Anne Bloemke-Warren, Vice President

Anne Bloemke-Warren is a certified grant writer and grant manager and is currently the Laboratory Grants Manager for the Missouri State Public Health Lab for the State of Missouri. Both of her parents retired from state employment, and she has been a state employee since 2004. She was raised with a deep appreciation for public service and she is proud to be following in their footsteps.
Bloemke-Warren is a 1997 graduate of Mexico High School in Mexico, Missouri. After high school, she attended college at Missouri State University (then Southwest Missouri State University – SMSU) in Springfield, MO, but left after a few semesters to work full-time managing a shoe store in the Battlefield Mall, but eventually moved to Jefferson City to be closer to her family, who had all since moved here to be closer to their state jobs. She eventually returned to college as a non-traditional, adult student at the University of Missouri in 2007 and transferred to Columbia College for a BS in History and Sociology.
Bloemke-Warren has been in Jefferson City for 22 years and is a past member of the Jefferson City Chamber of Commerce Young Professionals, and a current member of the Historic City of Jefferson, and Eastside Business Association.
She and her husband, Brian Warren, live on the east side of Jefferson City. They have one incredibly hilarious daughter, Penn, who currently attends Thorpe Gordon Elementary. She will enter Lewis & Clark Middle School in 2023 and will graduate from JCHS in 2030. Penn wants to be a comic. Or an engineer. Or governor when she grows up.
She and her family love to travel, attend concerts and comedy shows, visit museums, view and make art, and listen to music, but mostly laugh. And they do A LOT of that.

Brad Bates, Treasurer

Brad Bates is the Executive Director of the Missouri Beer Wholesalers Association (MBWA), a statewide business association. Brad’s focus in this position is association management and representing the association before the Missouri Legislature.
Bates is a proud graduate of the Jefferson City School District, as is his wife Jodi. His roots run deep with JC Schools as his mother was a 30-year employee of the school district and grandfather was employed by the district as well.
He served the school district on numerous committees dating back to the early 2000’s. Bates successfully chaired the 2007 school bond campaign which added all-day kindergarten and the construction of Pioneer Trail Elementary. Additionally, he served on the Blue Ribbon Committee’s for two high schools as well as for a number of initiatives on the quality and improvement of JC Schools.
Bates is also active in other community activities and boards. He is now finishing his third term as Commissioner for the Jefferson City Parks and Recreation. He served as president of the Parks Commission for three years, during which time the Parks Department saw the development of projects such as the multipurpose center “The Linc” and major upgrades to a number of parks.
He and his wife have been married for 22 years and are the proud parents of a daughter who graduated from JCHS in 2020 and a son who graduated from JCHS in 2024. Brad was elected in April 2020 and can be contacted at brad.bates@jcschools.us or 573-619-1938.
Scott Hovis, Member

Scott W. Hovis is the Executive Director of the Missouri Golf Association (MGA). Holding the position since 2005, his primary responsibilities have included planning and running approximately 30 amateur golf events across the state of Missouri each year. These amateur events, held for men, women, juniors, and seniors, have seen an increase in player participation by 40 percent since Hovis took over.
As part of his professional duties, Hovis sits on two United States Golf Association (USGA) committees: Regional Associations Committee and Regional Affairs Committee. In 2009, Missouri Governor Jay Nixon appointed Hovis to the Missouri Tourism Commission, and in 2012 he was elected Chair of the Commission.
In 2013, Hovis began serving on the JC Schools Foundation Board. The board, which works with local businesses and individuals, holds events to support families and educates the community regarding the work of the district. In 2016, under the auspices of the Junior Golf Foundation, Hovis successfully opened the first-ever fully handicap accessible golf course in Jefferson City, MO. The Ken Lanning Golf Center, located at Turkey Creek Golf Center, was recently named the 3rd best adaptive sports facility in America by the Sports Planning Guide.
A 1992 graduate of Jefferson City High School, Hovis attended JC Schools his entire childhood, and his parents were also teachers in the district for a combined 56 years! Upon graduating, he attended Kansas State University on a golf scholarship before playing professional golf for several years. He graduated with a Bachelor of Science in Business Administration from William Woods University in 2001.Hovis continues to reside in Jefferson City with his wife and two children who attend JC Schools. When not on a golf course for business, he can be found on a golf course for pleasure, attending Mizzou sporting events, or spending time with his family. His school board term ends April 2026. Ken Hussey, Member

Ken Hussey serves as the Director of Civic Engagement for the Missouri State Alliance of YMCAs. In this role, he provides leadership to the YMCA Youth and Government program, while also assisting with national YMCA youth leadership programs. He also works with Missouri YMCAs to advance their policy priorities at the local, state, and federal levels.
From 2013-2021, Hussey served on the City Council of Jefferson City, representing the 3rd ward. He serves on the Jefferson City Cultural Arts Commission. He is active in the Jefferson City community, involved with organizations such as Evening Rotary, PorchFest JCMO, Serve Jeff City, Habitat for Humanity, and Building Community Bridges. He also serves on the board of directors for Kids Win Missouri, a coalition of organizations and individuals dedicated to improving the well-being of Missouri children.
Hussey is originally from St. Charles, Missouri. He earned a degree in political science from Truman State University and a Master’s of Public Affairs from Indiana University. He has taught government courses at Moberly Area Community Community College and Lincoln University.

Suzanne Luther, Member

Suzanne Luther was born and raised in Jefferson City and after attending Southwest Elementary, Simonsen, and JCHS, graduated in 1979. After obtaining her BFA and teaching certification from University Missouri Columbia, she began her teaching career in Eldon. Suzanne took breaks from teaching in the public schools to pursue art related ventures, teach private art lessons, and teach art to Cole County Residential Services adults. In the mid nineties she was a stay at home mom, before re-entering the Jefferson City School District as a teacher with the Elementary Gifted Program.Before her last teaching job (starting in 2010) as a teacher of Jefferson City Middle School Gifted, Suzanne also created and ran Roseheart Center, taught one year at Calvary Lutheran High School, taught at Prenger Center, and was a member of the Chamber of Commerce 2008 Leadership Class. Luther retired from teaching in 2014.Since retiring, Suzanne was one of the local organizers of the Jefferson City chapter of One Million Cups, volunteered with Homeless Connect, and partnered with a friend to create Campus Kin (which collected food, gift cards, and money for students at University of Missouri who were food and shelter insecure during the winter break- donations after 2021 have been directed to MU’s TrIO program). Currently she sits on the Board of Historic City of Jefferson, is a member of the NAACP, and Capital Arts and is involved with a socially conscious business project.
Suzanne loves to spend time with her children, Adrienne and James (both JC graduates), read, and hang with friends.
Lindsey Rowden,Member

Lindsey Rowden was raised in Jefferson City and proudly graduated from Jefferson City High School in 1998. She attended the University of Missouri-Columbia and later graduated from Lincoln University. Professionally, she has spent the last 20 years in the telecommunications industry covering every facet from customer service and sales to corporate account management. She recently made a career change and is now a member of the Freeman Mortuary team where she works with families both before and after the loss of a loved one.
Rowden is currently serving her 2nd term as a Parks and Recreation Commissioner in the position of Vice President. She co-chairs the annual Gala for the HALO Home and was a past recipient of their Volunteer of the Year Award. She is a member of the First United Methodist Church, and served as the Board President for their Methodist Early Learning Center. Rowden also served for two years as a coordinator for the Fresh Start Market. She is also an active member of both Belair and TJMS PTA.
Rowden and her husband Ryan have three children attending JC Schools. In her free time, she enjoys Cardinal baseball, cooking and traveling. Her current term on the Board ends in 2027. She can be reached at lindsey.rowden@jcschools.us or 573.230.9382.
